As <strong>of October 5, 2026<\/strong>, the <a href=\"https:\/\/www.transportes.gob.es\/transporte-terrestre\/profesionales-transporte\/servicios-transportista\/documento-electronico-control-administrativo-deca\">Administrative Control Document (DeCa)<\/a>, which is required for the public transport of goods by <a href=\"https:\/\/operinter.com\/en\/services\/land-transport\/\">road<\/a>, must be in digital format. This regulatory milestone is not simply a matter of replacing a physical document with an electronic file; it involves the strategic digitization of all operational information.<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Goodbye to paper and temporary solutions<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">It is important to clarify two key points regarding its entry into force: it should not be confused with the <strong>bill of lading<\/strong> \u2014since the DeCa strictly retains its nature as an administrative control\u2014and it does not mean that the<strong> eCMR<\/strong> becomes mandatory.<\/p>\n\n<p class=\"wp-block-paragraph\">The <strong>main change<\/strong> in these regulations lies in the strict definition of accepted formats. The new control record must be a <strong>native digital document<\/strong> generated using structured data prior to the effective start of the service. This means that scans of physical paper documents are no longer valid. Accordingly, digitized images, photographs, or handwritten annotations on printed paper <strong>are not permitted<\/strong> under any circumstances. The system does allow <strong>services for <\/strong>a single client <strong>to be grouped <\/strong>into a single PDF and, for greater efficiency, makes the signature <strong>optional<\/strong>.<\/p>\n\n<p class=\"wp-block-paragraph\">The <strong>greatest challenge<\/strong> of this transition lies in the fact that the DeCa must function as a <strong>living document<\/strong>. Any changes made during service require updating the information so that it accurately reflects the actual state of the operation.<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Shared responsibility and infrastructure in transition<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">The success of this digitization does not depend on a single link in the chain. <strong>Responsibility<\/strong> is <strong>shared<\/strong> between the <strong>contractual shipper<\/strong>, who is accountable for the data regarding the parties and the cargo, and the <strong>actual carrier<\/strong>, who is responsible for the physical execution of the shipment.
