H1, the new import system of the Customs Code of the European Union

On October 14, 2025, the new H1 system that will replace the traditional SAD (Single Administrative Document) for all import declarations will come into force in the European Union (EU).

H1 is a mandatory electronic and structured import declaration system based on the Customs Union Code(UCC) data model. This new regulation replaces the standard form used in international trade to declare imported and exported goods, ensuring compatibility and uniformity at European level.

Thus, in OperInter we are adapting to this new European regulation that will facilitate the work of logistics and customs employees. Our mission, as always, is to offer our customers faster and safer logistics solutions.

H1 features

The H1 system replaces the current box-based model with a clearer and more segmented format with different levels: header, subheader and line items.

This new method allows a more agile, secure and digitized management of customs clearance, reducing time and errors. Its standardized electronic format (XML) organizes the information and facilitates integration with business management systems (ERP).

Its entry into force will provide companies with greater European interoperability integrated with the CCI (European Centralized Clearance) system, which provides the option of managing imports from any member state, improving efficiency for international logistics operators and authorized customs agents.

Moreover, this new procedure reinforces legal certainty by ensuring European regulatory compliance, and offers greater transparency in the status of each customs file. It also allows advance declarations to be sent, even if the goods are not yet available at customs, which facilitates planning and reduces time.

In short, this new method is expected to keep operations safe, fast and in line with European regulations.
